Fred
Frolick Spirit of the Game Award
The Regina Association of Basketball Officials is
pleased to announce the recipient of the “Fred Frolick Spirit of the Game Award”
to an administrator – HOWARD JESSE.
·
Howard began teaching at Scott and led the senior girls to the
provincial championship in 1984.
·
He was an administrator at Usher, Thom, Imperial, Winston Knoll and
Campbell.
·
He coached the Campbell Junior Girls to three city championships –
2003, 04, 05.
·
He was involved with the Regina Community Basketball Association for
several years.
·
He was on the RHSAA executive.
·
He was a co chair in 2009 for the CIS National Women's University
Championship in Regina.
It is with honor that RABO present the “Fred Frolick
Spirit of the Game Award” to Howard Jesse for his demonstration of true SPIRIT
of the game both on and off the court.

National Officials Certification Program
The
National Officials
Certification Program is a cooperative
effort between Canada
Basketball and the
Canadian Association of
Basketball Officials. In 2007 a steering
committee was organized to put together the framework and curriculum for this
program. The purpose is to assist in the education and development of officials.
The program consists of 5 levels, 3 of which are administered by the Provincial
Association, 1 by CABO and 1 by FIBA. Certification is not a requirement to
officiate. However, CABO and Canada Basketball strongly encourage all officials
to become certified. Level 1:
At the completion of the Level 1 basketball officials' course, the individual
will have the skills and knowledge to referee basketball at the entry level.
Level 2: At the completion of the Level 2
basketball officials course, the individual will have the skills and knowledge
to referee basketball at the intermediate level.
Level 3: At the completion of the Level 3
basketball officials course, the individual will have the skills and knowledge
to referee basketball at the Varsity/Junior College level.
Level 4: At the completion of the Level 4
basketball officials course, the individual will have the skills and knowledge
to referee basketball at the Junior College/University level.
Level 5: This level is for FIBA carded
officials
